The Verkhovna Rada endorsed the first reading of bill No. 9260 amended the Tax code and some other legislative acts on increasing excise tax on tobacco products and other excise taxes, and lowering the threshold of tax-free transfers for individuals. For the corresponding bill voted 233 MP, writes “Economic truth”.

The speaker of the Parliament Andrei Parubiy said that the bill needed to balance the state budget revenues in 2019, but the vote for consideration of the bill in an accelerated procedure are not typed.

The document proposes to recognize the tax agents of postal operators and Express carriers. While specified provision proposed to apply a transitional period: from 1 January to 30 June 2019 for goods of a total value equivalent to more than 150 euros, after this deadline 100 euros.

The bill is expected to increase from 1 July 2019 excise tax rates on tobacco products by 9%, to increase the rate of ecological tax for emissions of carbon dioxide stationary sources from 0.41 per ton UAH to 10 UAH/ton and to provide a phased rate increase to the level of UAH 30 per tonne by 2023.

The bill also provides for the recovery of value added tax from imported goods to Ukraine, the cost of which exceeds the equivalent of 100 euros.

The Finance Ministry proposes to increase the rent rate for subsoil use for oil and condensate by 2% and for iron ore at 0.8 percentage points, and for special use of forest resources by 50%.

In addition, the bill to strengthen controls over the circulation of fuel and alcohol.

According to the Ministry, the draft law will allow to increase revenues to the consolidated budget (in 2019) in the amount of 6.3 billion UAH, including in the state budget 5.9 billion UAH.
