The Ministry of energy and coal industry of Ukraine developed and published for public comment new standards in gas consumption for households without meters.
Document created in connection with the cancellation in a judicial order of resolution of the Cabinet of Ministers on the rate of gas consumption for household customers without meters (No. 203 of March 23, 2016), and also with the purpose of establishment of economically reasonable standards, reports “Interfax-Ukraine”.
According to the draft government resolution proposes to set the rate of gas consumption per person for households with gas stove and centralized hot water (HLC) at 5.8 cubic metres for the period from April to September and 8.8 cubic meters for the period from October to March.
The rate of consumption for households with a gas stove and no HLC and gas water heater, in case of approval of the draft resolution, will amount to 8.3 cubic metres for April-September and 13.7 cu. m in October-March. In turn, the gas consumption per person for households with gas stove and water heater, is proposed to be codified at 20 cubic metres for the period from April to September, 25 cubic m – in October and March.
In the absence of centralized hot water consumption rate per person for the first category of households, it is proposed to consolidate at the level of 8.3 cubic meters (April-September) and 13.7 cu. m. (October-March).
According to the explanatory Memorandum, while individual counters of consumption of gas are not equipped with 24.9% of the households. The lack of “unreasonable level of standards” (established by resolution No. 203) consumption leads to losses of all entities, in particular, the NJSC “Naftogaz of Ukraine” in the amount 2,681 billion a year (383 million cubic meters of natural gas).
The document also notes a significant discrepancy between the average rate of gas consumption per person per month with indicators of common parts and gas norm prescribed by Ordinance No. 203.
The draft resolution has already been sent to the Cabinet.
We will remind, on November 27, the panel of judges of Cassation administrative court Supreme Court confirmed the decision of District administrative court of Kyiv and Kyiv appeal administrative court and quashed the action established by the Cabinet decision No. 203 of the norms of natural gas consumption for household customers without meters.
The repealed regulation sets the standard at the rate of 3.3 cubic meters at 5.4 cubic meters and 10.5 cubic meters, respectively. Now beginning to act on a previous ruling, according to which norms established at the level of 9.8 cubic meters, cubic meters of 18.3 and 23.6 cu m per person per month.
The Antimonopoly Committee of Ukraine suspected 8 Ukrainian regional gas companies in the illicit procurement schemes of counters and violation of economic competition. And the government explained why the Ukrainian reduce the rate of consumption of gas.
